yes around 3 pounds a week of fat is safe.

Try changing your diet. Limit fats and eat lots of protein. Drink lots of water, 8 glasses, everyday. If you are eating right, and doing cardio as well as strength training (building muscle), you will build muscle, and lose fat. But don’t be tricked! Muscle weighs more than fat, so if you are gaining weight, it doesn’t necessarily mean you are getting fatter. When your muscles get bigger, so does the number on the scale. If you can, have a doctor measure the amount of body fat on your body. At a later time, the amount of body fat may be less, but your weight can and most likely will be more (if you’ve gained muscle).

Change your exercise routine. Add more cardiovascular exercise. You can still weight train. Just jog, bike, swim, or something like that also

Yes - but it requires intense thinking so the fat does not collect in the head area (between the two ears). Just kidding, but are you trying any metabolic products like ripped fuel - supplements should give you what your looking for.
