How can you burn fat around the waist and build muscle at the same time? Cardio mixed with weight lifting?

I am also trying to tone my abs. My abs have a small amount of fat around them. It’s the only fat I can’t seem to get rid of.
My question is: how do burn the fat around my waist and build muscle on the rest of my body at the same time? I’ve been told to do cardio, but I thought you were supposed to avoid doing excessive amounts of cardio when trying to build muscle. If anyone has any tips, they would be much appreciated.
